Sarah Hunter will captain the side from number eight as England start the defence of their world title against Spain in Dublin on Wednesday.
Twelve players will be making their World Cup debuts.
But full-back Danielle Waterman and inside centre Rachael Burford are appearing in their fourth World Cups.
England head coach Simon Middleton said: “We have a strong squad and want to use the full depth available to us throughout the World Cup.”
That desire means players such as vice-captain Emily Scarratt start on the bench.
